Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are conducted: positive announcements are released from various governments. Considerable effort is devoted on containing specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from enemy soil, a capability provided through timely intelligence. From vantage locations, military aircraft that had been deployed to engage hostile aerial threats flew past – modern combat jets delivered to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems thundered: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, most likely delivered by allied countries. Every firing shakes the surroundings, shaking the windows. The brief panic quickly becomes sober acceptance: possibly the hostile projectile won't hit its mark this time, protecting urban areas from devastation and additional electricity failures.
Ongoing Risks
Not long after, a large-caliber weapon engaged a unmanned aircraft in the vicinity, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the shots failed to hit the opposing UAV – it maintained course toward its target.
Periodically, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and heating outages in many homes as a result of the evening attack. As typically, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's essential dependence on external assistance – a need that neighboring countries are demonstrably unable to fill in the near term.
Failed Diplomacy
The detailed framework from American leadership sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new approach from Washington follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually achieve victory. This trend will, undoubtedly, persist.
Political Considerations
It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the whole story. American leadership operates on a assumption understood by international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration believes that it is impossible to compel Moscow to surrender the territory that it presently holds in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, American administration does little to prevent Kremlin actions, through diplomacy or military means, from believing that the status quo will not evolve additionally in its advantage in the months ahead.
Divergent Views
Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a complete military breakdown until situations evolve in its favour.
Current Realities
Realistically, there are no genuine requirements for a truce. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not switch to domestic problems. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will alter their fundamental strategy.
These two forces are driving the talks.
Summary and Prospects
It took a only one week to eliminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, latest revelations, all served their function.
While new proposals based on previous concepts are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and demonstrate certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, primarily depend on continued Western support.
